Are you obliged to always exercise special caution while driving from dusk to dawn?

Although the attached image shows driving at night, the regulations do not impose an obligation on the driver to maintain particular caution continuously (at all times). According to Art. 3 para. 1 of the Road Traffic Act, particular caution should be exercised only in situations clearly defined in the regulations, e.g., when merging into traffic, changing lanes, or approaching an intersection.
